Than Clevenger is a twenty-year veteran marketing and communications strategist with significant experience in developing communications and marketing programs in the construction, commercial finance and real estate development industries. Than has held senior positions for two of the largest marketing and communications agencies in the world, Hill and Knowlton Public Affairs Worldwide Company and Fleishman Hillard. He has created, developed and launched award-winning consumer and B2B brands in global markets and has expertise in promoting construction technologies, residential and commercial development projects, and consumer goods and services.
He has served as an outsource Chief Marketing Officer (CMO)and/or strategic marketing advisor to commercial and residential real estate projects throughout the U.S. and Canada. One of his projects, a $250 million commercial development, was named as one of the top ten projects in the nation in 2005. The project was constructed by one of the oldest design/build contractors in North America. He is currently serving as CMO for what will be one of the first LEED-ND communities in the world. He is also serving as the consulting CMO to the fastest concrete batch plant productions system company in the world based in Nova Scotia, Canada. During the mid-90s, Than co-founded what became one of the largest real estate finance companies in the Mid-Atlantic U.S.

Bill is a senior client services manager with Kennedy/Jenks Consultants. His primary responsibilities are business development and marketing of environmental services across our 21 offices in nine states. He has degrees in chemical engineering and chemistry and more than 30 years of experience in the environmental arena. In addition to more than 15 years in domestic and international private sector consulting, he has worked for the EPA (Headquarters and Oregon Offices), the Corps of Engineers (Portland District), and the Oregon Department of Environmental Quality. Over the years he has received numerous awards and commendations including a silver medal and a bronze medal at EPA for his work in industrial and municipal wastewater. The highlight of his industrial sector experience was being the first environmental, health and safety manager for a new $1.8 billion “greenfield” semiconductor plant.
He has published many articles and papers on a variety of topics. He is a frequently requested speaker because of his ability to reduce complex scientific and technical issues to lay terms. His topic at a recent speaking engagement was emerging water contaminants including nanoparticles, pharmaceuticals, and personal care products.

Terry Miller recently joined Green Building Services as a Project Consultant after working for three years as the Coordinator of the City of Portland Offi ce of Sustainable Development’s green building program. Terry’s work with the City focused on green building program and policy development, education, partnerships and management of the City’s Green Investment Fund. He successfully forged and fostered strategic partnerships with other agencies and organizations to promote green building in Portland. Examples include green building training with the Home Builders Association of Metropolitan Portland; development and management of a green building economic development opportunity study with the Portland Development Commission; and, passage of a Memorandum of Understanding with the City’s Bureau of Development Services to promote green building in the City’s building and zoning codes and development review process. In 2005, Terry delivered documents and recommendations to increase the breadth and rigor of the City’s green building policy that were unanimously supported by City Council. Jason is a landscape architect with 12 years of diverse experience. He has worked on large-scale park and recreation projects, system master plans, site design, healing environments, and innovative environmental design practices throughout the region. This sustainable ethic has made him a leader for developing innovative stormwater management projects, and neighborhood approaches to watershed-based planning. His focus on sustainable and ecological design aspects of landscape architecture includes a number of LEED projects, as well as site strategies for vegetated architecture, including award-winning ecoroof designs, rooftop gardens, and agriculturally productive landscapes. Mr. Starkie has more than 20 years experience in real estate that includes moving complex projects from conception and feasibility analysis to financing and development. A particular career focus has been the economic structure of vital urban places, of downtowns and neighborhoods that are pedestrian and transit oriented environments. David’s work experience in the public sector includes updating the City of Portland’s Comprehensive Plan, managing transportation and land use projects, and helping shepherd projects through the City of Portland land use review process. Chris Cocker and his firm, Planning Livability LLC, offer land-use planning and project management solutions based on years of experience in both the public and private sectors. CUP/Design Review/Water Quality Resource District Amendment/ Design and Construction Services, Oregon City Amtrak Station, City of Oregon City, Oregon
The original Oregon City freight depot will relocate to the site to serve as the new Amtrak station. Chris co-managed the preliminary design and permit applications. Project design elements include a parking facility, bus drop-off, public street bio-filtration and strong pedestrian connectivity. Issues include development within the 100-year flood plain and clearances from the Department of Environmental Quality. The project connects to the historic downtown and End of Oregon Trail museum and facilities.
In-fill and Reuse Example:
Subdivision/Master Plan Amendment, Pearl District North, Hoyt Street Properties, Portland, Oregon
Chris managed the planning applications for subdivision and master plan amendments for this 26-acre area, part of Portland’s Pearl District. Today the district has nearly three thousand residents (the highest density in Oregon) and is upheld as one of the nation’s fine examples of industrial land reuse.
Multi-Use of Facilities Example:
Master Planning the New Beginnings Christian Center, Gresham, Oregon
As project manager, Chris master planned this 235,000 square foot facility for an 84 acre site in Gresham, Oregon. The project included a 5,000-seat amphitheater, offices, a school, a day care facility and grand hallway. The preliminary master plan was supported by city of Gresham staff and included sustainable development practices such as shared parking facilities (between church and industrial use parking spaces) and stormwater quality facilities that would integrate into the project's lakes and landscaping. Chris also developed consensus for using the parking lot area as a park and ride facility and for use by the City of Gresham as an emergency response facility.
Neo-Traditional Design, Build Neighborhood Amenities, Preserve Natural Features, Emphasize the Pedestrian Examples:
Jennifer Run Planned Development, MJF Development Company, Oregon City, Oregon –
Chris managed the approvals for this planned unit development. The project included neo-traditional design elements such as a pedestrian accessways, extensive landscape features, saved trees, clustered mixed housing densities, design guidelines, and a public park. The project overcame contentious neighborhood opposition.
Larrabee Village Planned Development, Private Developer, Forest Grove , Oregon
Larrabee Village is a 46-lot, neotraditional styled planned development on 11.5 acres. Chris was the project manager overseeing the design and permitting of this project. The development was the first of its kind for the City of Forest Grove. Project features include reduced front setbacks, mandatory front porches, rear alley garages, common open space (including a community garden), and protected tree groves. The former City Planning Director determined that some of the project’s elements might form the basis for reform of the city’s single family zoning code requirements.
Clustered Subdivision, Salmon Creek Village, Developer Will Werner, Clark County, Washington
Chris helped the owner analyze the development strategy which included preparation of preliminary concept plans and proforma analysis. He provided project managed the preliminary engineering and planning permits for this “cottage-style” home subdivision that included preserving a large hillside open space area and creation of a central green common area.
Code Development, Resource Protection Example:
Hillside Ordinance and PUD Code Development, City of Gresham, Oregon
Chris helped prepare a complete update to the city’s Hillside District and Planned Unit Development ordinances. His work included building ideas and consensus with a special city committee, starting with an overall goals analysis and resulting in the code rewrite. The code updates resulted in manageable ordinances that provide specialized resource protection with correlating increased housing densities.
Oregon City Public Sector Project Examples:
Clackamas Community College, Oregon City, Oregon
Acting as city staff, Chris reviewed the conditional use permit for buildings totaling 120,000 square feet, parking areas, and landscaping. As part of the approvals Chris required a campus-wide system of pedestrian accessways. This project involved working closely with the development team to analyze other campus-wide issues including buildings, vehicle and pedestrian circulation, parking, landscaping, lighting and other features.

Clackamas County Administration Building, Oregon City, Oregon –
Acting as city staff, Chris provided expedited site plan and design review, for a new 115,000 square foot office facility.
Willamette Falls Hospital, Oregon City, Oregon
Acting as city staff, Chris reviewed this conditional use permit and design review for a new emergency room, scan imaging and other facilities expansion. The work resulted in an approval that all parties agreed to and improvements to the overall hospital campus circulation.
Washington Street Abernethy Bridge Replacement, Oregon City, Oregon
Chris provided planning services relating to protection of Abernethy Creek including the natural resource permit (Title 3 Stormwater) for replacement of this auto/pedestrian/bicycle bridge.
Glen Oak Road Improvement Project, Oregon City, Oregon
Chris developed the natural resource permit (Title 3 Stormwater) for the replacement and widening of over 1,800 linear feet of roadway and pedestrian improvements between Highway 213 and Beavercreek Road.
Charlie Stephens, Thimble Creek Team Member
Charlie is a consultant and advisor to people who wish to create high performance, sustainable homes and small commercial buildings. He recently completed 17 years of service at the Oregon Department of Energy as a senior policy analyst. His focus areas were residential energy efficiency and renewable energy applications, new technology development, sustainable building and community development, and energy policy for the State of Oregon.
In 1999 he created the State's Sustainable Building Tax Credit Program, and was a design team member for a significant number of sustainable building projects. In 2001, he began the Department's work on high performance homes, designed to generate as much energy annually as they use.
Charlie has advised hundreds of Oregonians on how to make their new or existing homes more energy efficient as well as on the types of systems and building methods most suitable for their situations and climate. Discussions included lighting, appliances, foundations, structure, insulation methods, windows, siting, drainage, materials and heating, cooling, domestic hot water, and ventilation systems. He has also served as a consultant to HVAC and appliance manufacturers and distributors, contractors, architects and designers, builders, appliance retailers and utility program staff.
Charlie has presented widely on the topics of sustainable building and development, energy efficiency strategies, new technologies, advanced HVAC and domestic hot water systems, renewable energy systems and energy policy. Venues have included conferences, green building workshops, citizens groups, energy round tables, the classroom and many others.
Charlie is well versed in The Natural Step sustainability framework, and collaborated with other members of the Oregon sustainable building and development community to apply the Natural Step system conditions to the building process. The resulting white paper has been a guide for many projects completed or underway now in Oregon. He has consulted with a number of other states to help them implement sustainable building incentive programs similar to those that are so successful in Oregon today.
As a Senior Policy Analyst for the Oregon Department of Energy, Charlie represented the energy interests of the State of Oregon in a host of local, state, regional and national energy efficiency forums, coordinating program activities with those of others. He was the sustainability lead for the Department, and one of two residential energy specialists.
He also served as a lead technical specialist for the State's Residential Energy Code, and was responsible for developing code upgrades and assisting code officials around the state in interpreting and applying energy code provisions. He is a past member of the U.S. Secretary of Energy's Advisory Committee on Appliance Energy Efficiency Standards.

As Principal, Mr. Mobley has responsible charge of all projects at Lancaster Engineering, often serving as direct Project Manager overseeing other employees. Since beginning work at Lancaster Engineering in 1997, he has completed a wide variety of transportation planning and engineering projects. These include the design of traffic signals and signal systems, signing and striping plans, traffic control plans, traffic impact studies for residential, commercial, and industrial land development projects, speed zone studies, parking studies, and accident and conflict analyses. Other areas of experience include transportation analyses for large master planned developments such as business parks, hospitals, and schools.
Prior to his association with Lancaster Engineering, Mr. Mobley had several years of experience with the Oregon Department of Transportation, including work in the Project Development offices of Region 4 in Bend and Region 1 in Portland. His experience with ODOT included transit station pedestrian facility design, preliminary roadway designs for both rural and urban roads, project cost estimates for roadway improvement and safety enhancement projects, and surveying.
He is a graduate of Portland State University in civil engineering. His course work included advanced studies in highway design for capacity, urban transportation systems, transportation planning, and construction engineering management. Paul Dedyo is a professional engineer and LEED accredited professional with 15 years of experience in utility and stormwater design. Paul has maintained a focus throughout his
career on creating sustainable design solutions by exploring holistic alternatives to conventional engineering practices. To effectively treat stormwater in a more natural way, Paul’s designs emulate the natural environment and keep stormwater treatment visible above ground, instead of contained in pipes that carry pollutants to our waterways. This approach creates functional, attractive and environmentally sensitive stormwater projects.
Paul is adept at working collaboratively by combining the contributions of team members to create cohesive solutions that integrate the best ideas and practices into final design. While each project presents unique challenges, Paul draws stakeholders together to develop site-specific solutions that are practical, constructible, innovative and integrated with their natural environment. Each collaboration brings together the owner’s goals, aesthetic sensitivities, and the stakeholder’s input to create sustainable community infrastructure.
The High Point Redevelopment project for the Seattle Housing Authority is a prime example of the interesting community projects that Paul has been involved with. The project included community buildings, privately developed mixed income sale units, as well as rental units. The project redeveloped a 120-acre low-income housing development within the watershed of Longfellow Creek and re-integrated the access to and from the street grid and surrounding neighborhoods. Paul worked closely with Seattle Public Utilities and Seattle’s Department of Planning and Development to produce prototype details and design standards for bioretention swales conveying stormwater and providing water quality treatment and flow control during small storm events. The successful incorporation of this natural drainage system within the context of a traditional right of way with curb, gutter and sidewalk has gained international attention. The project featured the first porous concrete public street in Seattle as part of Seattle’s Pilot Street Edge Alternatives Project Program. The development experienced high sales and cultured a sense of pride in the residents. Working together, the design team, the owner, and the community raised awareness and reduced impacts to our environment.
